UPDATE 9/2007
In late August 2007 (roughly a month after this SAND report), and
to the credit of the property owner of parking lot photographed below,
lot attendants began flyering all illegally parked vehicles that they
will be towed.
Other Seaport lots continue to overpark cars in violation of the
South Boston Parking Freeze and SAND will continue to report on City
and/or private enforcement.

For a period of six months, SAND monitored the parking of cars in
a single Fort Point lot. The following photographs were taken on Thursday
June 28th at 3 PM, one week after a stripes were freshly repainted.
These photographs illustrate the general practice of vehicle owners
to over-park cars illegally in handicap, no-parking and unstriped
pavement areas.
By our estimate, this lot packs 50 additional vehicles into unpermitted
and handicap spaces most non-holiday weekdays. At $10.00 per vehicle
per weekday, 50 illegally parked vehicles in a parking lot of 1200
spaces can be extrapolated to produce revenue estimated at $500.00
per weekday, $2500 per work week, and $125,000 per year.
This problem is not at all particular to this parking lot —
nor is enforcement of the South Boston Parking Freeze the responsibility
of the parking lot owner. SAND will continue to examine the broader
problem of City of Boston initiatives that discourage active Waterfront
development.
