SAND Comment

An "impasse" between the Boston Redevelopment Authority and developer Lincoln Properties (noted in today's Banker and Tradesman) may be a hint to a better outcome than that proposed by Lincoln's recently filed Notice of Project Change (NPC):

A) If Lincoln Properties reaches an impasse in its discussions with the BRA, the developer may choose to proceed with the Project Notification Form (PNF) proposed and approved by the BRA in 2006 for development of the buildings at 316 Summer Street and 322 Summer Street. That approval would allow for a smaller rooftop addition on a residential project that includes 87 residential units, 4 artist live/work units.

B) If Lincoln Properties reaches an impasse in its discussions with the BRA, the developer may proceed by renovating 316 Summer Street and 322 Summer Street for use as office space as-of-right with existing zoning, consistent with the real estate and associated rights as purchased from prior owner Archon/Goldman. In this scenario, the developer would not be allowed to construct a rooftop addition.

These outcomes are substantially better than the project proposed by Lincoln's NPC, which proposes office space with a rooftop addition above two historic buildings, retail on the first floor. And either of these outcomes would be more beneficial to a long-term vision of Fort Point as a mixed-use urban neighborhood -- one that respects its nationally recognized 20th century industrial wharf heritage.
