In an effort to protect the Boston Harbor Islands from real estate speculation, Congress yesterday passed a bill that enables the National Park Service to purchase development rights on Thompson Island - - the one remaining privately owned island. The island is and will continue to be occupied by the non-profit Outward Bound Education Center. President Clinton is expected to sign the bill.
